Research On The Management System Of Gambling Industry Of US,Europe From The Perspective Of Lottery Industry Development

With the development of IT and the global economic integration,lottery industry has become one of the most important means of economic development in various countries.Basis of introducing the significance of the research on the gambling system and reviewing the relevant literatures at home and abroad,The gambling management systems in US and Europe is analyzed,including the legal framework for gambling,the establishment and functions of the gambling regulatory agencies.The similarities and differences of gambling management system between US and Europe are compared in this paper.This paper summarizes the characteristics of the management system of the American gambling industry and the Chinese lottery industry,and analyzes the problems of the management system of the Chinese lottery industry.The Gaming management system in US and Europe has built a relatively perfect management system in the process of their development.It can provide experience and important enlightenment for the lottery management in China:Three main problems existing in the Chinese lottery industry are found in this paper: low level of legislation,weak supervision,imperfect legal system and supervision system;Frequent lottery illegal cases,opaque operation and use of public welfare funds,imperfect process management;Difficult management and control of Internet lottery,imperfect management system of online lottery.At the same time,the suggestions are put forward: Formulating the Lottery Law,establishing an independent regulatory organization and improving the rule of law system;Establishing and improving the information disclosure system of the use of funds and transparent management of lottery operation process;Regulating the legal development of Internet lottery by using intelligent means and Big data technology.
