Research On The Management System Of Chinese Lottery Industry

After more than twenty years of development, China's lottery industry has already begun to take shape since the birth in 1987. At the same time, there are also a lot of problems and weaknesses in the long-term developing process, especially in the lottery management system. In order to promote healthy and rapid development of China's lottery industry ,based on the analysis of the present situation of China's lottery industry and learn the successful experience from developed countries in the gaming industry, This article discusses the direction of the management system in China's lottery industry.The ways of reading literature, comparison and analysis are used. Other author's theory of lottery about theory and pract are mirrored. We read a lot of research outcome of specialist around the world and analysised history and current situation of development about China's lottery industry. We found some distinguished problems about the management system of China's lottery industry. Inadequate supervision and the distribution of power is not clear between organs because of three of the regulatory regime, so regulatory system exists in name only; Interests and national interests of enterprises with mixed caused the confusing of operation order and so on. On base of learning the success of Western developed countries in the lottery management system, this article draws a conclusion, the concept for the reformation of management system in China's lottery industry is "state monopoly to issue,enterprise management issuer and government regulation". In other words, issues a lottory—National Lottery,establishes a regulatory body—Supervision and Administration Commission of the Chinese lottery,sets up a distribution company—National Lottery Company and an allocation of funds sector—Ministry of Finance. Instructions and suggestions in terms of theory and practice are also hopefully provided as a contribution to the standardization of China's lottery activities.
