Therefore, judging whether the technical management system is reasonable and effective becomes important to improve the technical management system.This paper firstly introduces the researching background, the goal, the significance, the research mentality, the research method and the innovated place; Next, this paper introduces the technical management system theory and according to this paper own characteristics proposes the technical management system's correlation concept suiting this paper and the reasonable technical management system's standard, and then introduces the related theory of the QFD and BSC, summarizes the balance relationship of the BSC;Thirdly, this paper produces the appraisal thought and principle of the Chinese fuel gas enterprise's technical management system under the new environment, analyzes the customer demand of the Chinese fuel gas enterprise's technical management system under the new environment, and uses the QFD method to propose function factor that under the new environment the Chinese fuel gas enterprise's technical management system should have; Fourthly, has constructed the appraisal system of the Chinese fuel gas enterprise's technical management system, has used the BSC method to construct the appraisal target system, used the DEA method to proposed the appraisal model and has analyzed the example of the technical management system in the Harbin fuel gas chemical industry;Finally, according to the above result has the proposed improving countermeasure of the Chinese fuel gas enterprise's technical management system under the new environment.
