Study On The Control Of Fuel Costs Of Certain Port Enterprise Tug

Currently the downward pressure of the domestic economy continues to increase,the profit of industry enterprises in our country is compressed further.As a barometer of china's economy,current manufacturing and operating situation of port enterprises in our country are not optimistic.Take a major coal port enterprise as example,as domestic coal demand for coal has continued to decrease since 2015,which has led to slump of port goods transportation,as a result,enterprise profit has declined substantially,manufacturing and operating pressure has increased as well.Under current economic condition,enterprises start to carry out strategy “improve quality and increase effect”,by ways like controlling the cost of all production links and improving customer service quality to increase production benefit and ease operating pressure.As an major part of business investment in fixed assets,the tugboat fuel costs account for a large proportion of total manufacturing costs of the enterprises,and tugboat's fuel consumption is relatively high while the total number of tugboat will increase in the future.Thus,doing well in controlling fuel cost of tugboat is imperative.This article is mainly combined with my practical working situation,with regard to the problem of fuel cost control in the process of production and management,emphasis on two aspects as optimizing tugboat scheduling and improving tugboat meticulous management to study and analyze ways of controlling fuel costs.Combining with current manufacturing situation and characteristics,by optimizing allocation of tugboat resources and strengthening meticulous control and management of all tugboat production links,carrying out fine tugboat scheduling scheme in order to make the job of tugboat fuel costs control rule-based,and lay the foundation for tugboat scheduling in a more scientific and effective way in the future.The detailed study process is as follows:(1)First of all,clear background and purpose of the research paper,expound the importance and urgency of fuel costs control for the port enterprise tugboat,focus on the two fields of optimizing the tugboat scheduling and strengthening the tugboat management to summary relative research findings,finally confirm the research framework of this paper.(2)Describes the whole slew tugboat's characteristics,working process and working characteristics.Analyze on the tugboat scheduling system combining with the tugboat power matching scheme to build the model,and use real number coding and decoding method to carry on the design and solving,eventually achieving to optimize the allocation of the limited tugboat resources,effectively reducing the cost of fuel of tugboat.(3)Refine all aspects of tugboat management,including accurately grasping the time of dispatching ship and optimizing the tugboat operation rules,and combine with ship deceleration energy saving principle to take measures like reasonable airspeed and steady speed change to minimize the consumption of tugboat,at the same time,strengthen coordination of all departments and raise fuel saving efficiency.This study referring to methods like optimizing tugboat scheduling and meticulous management has already achieved some success in actual tugboat manufacturing process,and it also has great significance for tugboat management department of enterprises to better control fuel costs.
