In nowadays, the era of knowledge economy, the competitiveness of enterprises strategic resource has been transformed from material resources competition into human resources competition, enterprise talent was seen as an important value added resources, to develop and utilize human resources effectively becomes the important magic weapon for various enterprises to gain competitive advantage and make success. With China's accession to the World Trade Organization, foreign companies have entered the domestic market and enterprises have become increasingly competitive. How to do corporate performance assessment, mobilize the enthusiasm of the staff, and retaining talent are important problems enterprises are facing. Therefore, to establish of a scientific and reasonable performance evaluation system is the only way for the development of enterprises at home and abroad, at the same time it is also the urgent affairs in the development of human resources and enterprise management.The performance evaluation of technical personnel in Gansu langGang Petrochemical Co,Ltd. (langGang companies) has long been applied the state-owned enterprises evaluation mechanically in planned economy era, and shortcomings and limitations are obvious. Such as fuzzy positioning system, simple assessment content, biased towards human factors, and lacking effective feedback mechanisms, all these above had lead to that the enterprise evaluation become a mere formality and evaluation result was unfair to technical staff. To a certain extent, it affected the technical staff working quality and efficiency. How to establish the technical staff evaluation system and create a new model of management under the guidance of scientific theory, thereby to improve the working quality and efficiency and create a harmonious and efficient modern enterprises, become the practical issues this paper need to resolve.Therefore, this article designs a comprehensive performance evaluation system for technical staff in LanGang Company, which will enhance the company's human-resources management. On the basis of thoroughly discussing the performance evaluation theory, this paper also analyzes the actuality of performance evaluation in LanGang Company, and raises the existing problems; The overall objective of the company as the direction, and the duty establishment as the foundation, through integrated key performance indicators (KPI) and the Management Object Act (MBO), this paper build the major method of technical staff performance evaluation program; The writer discusses particularly in the technical staff performance evaluation index option, weight distribution, and standards setting, and at last, gives suggestions to realize the performance evaluation program.
