Performance Evaluation And Innovation Of Cooperative Afforestation Project Between Beijing And Hebei Province

Cooperative afforestation project between Beijing and Hebei province is the key project of valley ecological protection,yet it is the important cooperation content of regional coordinated development between Beijing and Hebei province.Objective and reasonable level of performance evaluation for afforestation project is the foundation of continued cooperation afforestation between Beijing and Hebei governments.In the above context,this paper evaluates the level of afforestation project from four different perspective:benefit,effectiveness,efficiency,and sustainability on the base of performance monitoring of cooperative afforestation project between Beijing and Hebei province.then proposes the policies and recommendations of performance promotion for subsequent afforestation construction.The first part of this study focuses on writing frame,It summarizes the progress of forestry ecological project performance evaluation and related theory;The second part of this paper summarizes the condition of natural and social-economic of afforestation project area,and the implementation situation of the cooperative afforestation project between Beijing and Hebei province,accordings to the market price method,shadow project method for afforestation projects to evaluates the ecological benefits and monetization on the field survey and experimental data,and estimates the economic and social benefits;The third part is the main content of this paper.First of all,this paper takes Beijing government,the local governments in Hebei province and farmers of project coverage area as the core stakeholders based on stakeholder theory,then constructes the benefit cube model of comprehensive benefit evaluation integrated by object and phase,and then tests and verifies benefit cube model on the basic of ecological,society and economic benefits measurement.Secondly,this paper studies the satisfaction after the implementation of afforestation project from the perspective of farmers and government according to the survey data of household and local forestry department,this paper uses non-parametric tests to analyze the degree of satisfaction of the households and government,in order to find the interest concerns between households and governmen, this paper draws the quadrant too.at last,this paper analysis the specific factors that influence households to participate in the subsequent afforestation project by logistic regression method.Thirdly,this paper uses the method of Triangular Fuzzy Number(TFN) and Fuzzy Data Envelotxnent Analysis (FDEA) to evaluate the efficiency of cooperative afforestation project between Beijing and Hebei province by compareding with other afforestation project.At last,this paper evaluates the sustainability of afforestation project by the cost-benefit analysis,and evaluates the sustainability of afforestation policy by AHP and fuzzy comprehensive evaluation.The result of evaluating performance about cooperative afforestation project between Beijing and Hebei province shows that multi-scale performance evaluation has more comprehensive,objective,in-depth understanding than benefit measurement which just reflects the only one part of afforestation project performance.The result of benefits evaluation about cooperative afforestation project between Beijing and Hebei province shows that the overall evaluation level is well however the scores is closed to medium level,at the same time there are nearly half of benefit measuring of specific benefits module are unqualified through the measuring 27 specific benefits modules;The result of effectiveness performance about cooperative afforestation project between Beijing and Hebei province shows that there are clearly different interest concerns between farmers and local government,and the farmers participate willingness to the subsequent afforestation project are not very strong.The result of efficiency evaluation of cooperative afforestation project between Beijing and Hebei province shows that its efficiency is more than the other cooperative afforestation project,even though the efficiency could be improved further;The result of sustainability evaluation of cooperative afforestation project between Beijing and Hebei province shows that the sustainability of afforestation project is well but the sustainability of afforestation policy is medium.In summary,this paper proposes the policy and suggestion to the promoting performance of cooperative afforestation project between Beijing and Hebei province.At first,this paper elaborates the game relations between Beijing government and Hebei government,the local government and farmers,river basin ecological compensation and ecological poverty reduction in the perspective of ecological compensation of trans-provincial basin.Secondly,this paper proposes the cooperation mode of afforestation project for promoting performance of the subsequent afforestation project between Beijing and Hebei Province.The study makes sure the cooperative afforestation project mode by analyzing the case of Xin an Rive Basin ecological compensation.The study shows that it could greatly encourage the farmers to take an active part in afforestation project by building forest ecological compensation mechanism by analyzing the case of Costa Rica forest ecological compensation.The study shows that the community participator afforestation policy could achieve the objective of ecological protection and ecological poverty reduction by analyzing the case of cooperative afforestation project between China and Germany.The final objective of performance monitoring and evaluation of cooperative afforestation project between Beijing and Hebei province is achieving the inclusive development for the system of ecology,society and economic of cooperative afforestation project between Beijing and Hebei province.
