Being the key task of HRM research, performance is one of the most attractive problems in HRM, assessment of strypped-down scientific research institute is one difficult point in performance assessment, therefore, discussing the inner structure of performance is one significant task in modern management psychology.This paper summarized past literatures and present status of strypped-down scientific research institute, results showed middle cadre performance contains task performance, scene performance, traits performance and adaptive performance in theory, in practice, it contained achievement performance and non-achievement performance. This paper invited managers in strypped-down scientific research institute of shanxi province, set up a performance construction and edit "performance questionnaire for strypped-down scientific research institute managers". Firstly, interviewed with managers of five institutes, looked through literatures for 5 years and get 59 items which may be useful for questionnaire. This paper sent out 200 important questionnaires and gets 189 efficient feedbacks. After analysis, delete 36 items. During the process of scale designation, the paper used Delphi method and double-blind method. Author sent out 600 pre-test questionnaires and gets 390, delete 14 items after analysis and put forward factor analysis to other 22 items and get well valid. Editing "performance questionnaire for strypped-down scientific research institute managers", sending out 830, get 499 which are useful, Cronbach a is 0.966, showed excellent liability. Using AMOS, author found that: X2/df is 4.5, NNFI (TLI) is 0.907, CFI is 0.926, IFI is 0.927, these index depicted good structural valid, after difference analysis, author found the same results with assessment which proved content valid. Using correlation test for questionnaire with promotion possibility as forecasting index, the correlation value of promotion possibility, integrate performance and achievement performance are 0.820, 0.996 which proved fine forecasting valid. Briefly, this paper comes to following conclusions:(1) Three scales, i.e., behaviors good for jobs and tasks, behaviors good for others and behaviors good for organizations can be derived from non-achievement performance of middle class of strypped-down scientific research institute managers;(2) Four scales, i.e. task performance, behavior good for jobs and tasks, behaviors good for others and behaviors good for organizations can be derived from performance of middle class of strypped-down scientific research institute managers;(3) "Non-achievement performance questionnaire for strypped-down scientific research institute managers" and "performance questionnaire for strypped-down scientific research institute managers" have excellent liability and valid, which is can be used in performance assessment.
