Public institutions of our country faced with the trend of enterprise management, its original policy advantages and institutional advantages no longer have the obvious advantage. Scientific research personnel is the main composing parts of the research institutions, It is the key and difficult point for scientific research institutes to how to manage and assess scientific research personnel’s creative activity effectively. Along with the country Pay more and more attention to the scientific research work, and the related research institutes for the performance and productivity evaluation demand increasingly strong, the traditional personnel assessment system is not adapt to the performance management of the modern research institute, so it needs a new evaluation system to deal with the institute of assessment problem.In this paper, the balanced scorecard are discussed, and through that the paper introduces the main content of the balanced scorecard and its key elements and the implementation steps in detail, then combined with the basic situation of S research institute and its present situation of the performance appraisal, the balanced scorecard is introduced into the S research institute to establish the performance assessment scheme. S research institute is the traditional institution which in the process of the reform of the system.its assessment form is simple, The achievements was summarized only in the end of the year, such performance summary lacks of the process evaluation, put performance evaluation as the performance management, the S research institute not from a strategic height to regard the performance management. The introduction of the balanced scorecard makes S research institute of the performance evaluation system more scientific, and the pilot operation of the overall performance is good, the new performance evaluation scheme in adjusting and perfecting, it will drive S research into a new management state, then create better research environment for scientific research personnel.
