With the establishment of socialist market economy in China, strategic management is gradually in a leading position among the management in large and medium scale enterprises of different kinds. Because of the decisive function of industrial life cycle characteristic to enterprise strategy pattern, it is of great importance to make a thorough research of the relationship between the industrial life cycle characteristic and the enterprise developing strategy pattern, not only to enrich strategic management theory itself, but also to instruct the enterprise in the strategic plan and the implementation in practice. Besides, it has high application value for simplifying the procedure of enterprise strategy setting.During more than 20 years'fast development with the reform and open policy, the telecommunication industry has undergone great change from the most serious bottleneck of our national economy to one of the pillar industries through moderate advance development. With many changes and resolutions, the telecommunication industry has formed a new pattern of comprehensive competition between several telecom operators, which is totally different from the original monopoly by Ministry of Information Industry. As an employee of the telecom industry, the author has deeply felt the great change in the industry and the company. Take Heilongjiang Mobile Communication Company (HMCC) as an example, its growth and strength has fully reflected the development process of Heilongjiang telecom industry. Similarly, its further development will also be closely linked to Heilongjiang telecom industry. Presently, Heilongjiang telecom industry is in the industrial mature period, and formed a"5+1"competition pattern among Heilongjiang Netcom, Heilongjiang Telecom, Heilongjiang Unicom, Heilongjiang Mobile, Heilongjiang Tietong, Heilongjiang Satcom. And along with the continuous appearance of new technology, new business, new market, new policy and new management pattern, how to determine the enterprise's next step development direction will become an important topic.The research of this article takes strategic management theory and industrial life cycle theory as a foundation, follows the basic order of strategic management in the research process, which is the strategic analysis, the strategic choice, the strategic implementation. Considering the present situation of Heilongjiang telecom industry, through the analysis of general environment which HMCC is in and the analysis of SWOP, this article has determined the basic goal, the implementation pattern and method of HMCC strategic change, as well as the matters requiring more attention in the implementation process. The determination of the change strategy has not only indicated the direction for HMCC's development, but also built a foundation for the company's next step business strategy and function strategy determination.
