Chinese Lead and Zinc industry, as fast catching up both in production and consumption, plays a decisive role in global lead & zinc industry. However, the high degree of external dependence, lack of comprehensive utilization, irrational industry structure, low added-value products and serious environmental pollution problems, leads Chinese Lead & Zinc industry to the challenge of sustainable business profitability and development. Large state-owned enterprise groups, not only shoulder the great burden of state-owned assets restructuring, but also bear their own responsibility for sustainable development.Based on the life-circle theory of mining enterprises, this article, around the subject of a large state-owned enterprise's development strategyin its early growth stage, combined with the author's business .management experience in Lead & Zinc enterprise, exploresa way for Chinese Lead & Zinc enterprises on how to enhance their international competitiveness and sustainable development.Through the analysis of the external environment, industry analysis, internal resources and capacity analysis, mining enterprise's life cycle theory and strategy selecting analysis, this articlesystemically studies the overall development strategy of Group A, which lies in its early growth age of corporate life circle, to say "Taking resources and deep processing as the core, scaling horizontally and integrating vertically", as well as its business competition strategy such as resource prospecting, exploring, smelting, associated precious metal recycling, new materials and the chemical engineering, trading and others based on lead-zinc industry chain, and the functional strategy on techniques, finance and human resources. Based on the phased strategy implementing environment in which there're opportunities and challenges,it brings forward the supporting system from strategy implementing to achieving from raw material procurement, products sales, group control, internal control, party building innovation. This article, based on the research on Group A's development strategy, is thus operational and practical, and it offers the strategic guidance to other lead & zinc enterprises on how to improve profitability and achieve sustainable development...
