This thesis is started with the formulation and optimization of engineering project plan, from which basic connotation of engineering project construction plan management can be obtained through studying the theory of formulation and optimization of the construction schedule. The engineering project plan decides how to implement, which mainly contains work break structure, work description, project responsibility allocation, resources allocation, duration assessment, work sorting, formulating plan etc. Duration optimization is to get the optional project plan by optimizing preliminary plan according to the duration need itself and coordinating the relationship among duration, resources, and cost. Based on the studying of related theories and the practical application of the construction project progress plan and it's optimization in Jinan Cigarette Factory, Power Center of New Sub-factory, this thesis will probe the time progress plan and its optimized theory to achieve further application by using the project management software: Microsoft Project 2003. From this thesis, related experience and lessons could be draw on, problems in existence will be put up, and also further study direction could be achieved.
