Dairy industry is a middle-axes industry with long industry chain, involves in planting, dairy cattle rearing, veterinary and animal drug industry, milk processing industry , transportation industry, mechanical manufacture, package industry, business etc. all these up and lower industries will develop with dairy industry prosperity. Among them, planting and dairy rearing can also directly provide more work opportunities and economic revenue for peasants. Based on this point, china would fully support and promote the dairy industry development in late long period. At present, though there is a series of normative documents to provide policy support for government's administration of dairy development, but it confronts many problems in the practice. How to analysis and solve these problems is the concerned and research focus for academy and related government departments. Research on this issue would have great practical significance and theoretical value.Milk resource base establishment and milk processing are two basic aspects for dairy industry administration, this article uses public policy, public management and animal husbandry economics theories to mainly analysis the problems in China's dairy industry management which taking Shandong as an example and through the methods of demonstration, investigation, literature analysis and comparative research., while put forward some measures and policy suggestion.Firstly, to discuss Shandong dairy cattle industry , it is necessary to hold world and domestic dairy cattle industry actuality, technology and development tendency through macro strategic research , while impersonally analysis Shandong dairy cattle industry's technology, production base and its advantages & disadvantages, scientifically knowing Shandong dairy cattle industry present development space and that after technological progress.Secondly, through reviewing dairy industry development actuality, mainly finding out the problems in Shandong dairy industry administration such as seriously lack of milk resource bases, imbalanced industry development, low intensiveness level for dairy cattle rearing, various diseases, incomplete fine breeds breeding system, low productivity; lack of fine feed, irrationality of resource utilization; lack of the organization on behalf of dairy fanners and protecting their benefits; weak technical support system, incomplete service system etc. At the same time, it studies the reasons to arise these problems.Finally, it put forward some measures and policy suggestions to strengthen dairy industry administration, there are: strengthen the government responsibility in dairy industry development; perfect dairy association and bring its role into play; greatly develop intensive rearing to increase dairy industry organization level; speed science and technology progress to increase production technology level,; perfect service system and strengthen safeguarding ability; rationally lead the consumption to promote dairy industry to develop healthily; implement famous brand strategy and strengthen spear-head enterprises; optimize industry structure and exploit domestic and international markets.
