A Study On Command And Synergy Of Urban Emergency Management System

After the 9.11 U.S.A incident and the SARS incident in China, governments in all levels pay more attention to urban emergency management and urban emergency management has become a hot pot in theoretical study. But, there are still many problems in city emergency management, such as, separated departments in decentralized management with blur responsibilities and rights in emergency management, difficulties in optimal allocation, departments cannot act with Emergency Response Center together although connect with it. The research in how to improve the performance of emergency management covers all aspects: some focus on techniques, some focus on one level and some focus on the whole system. It becomes an urgent question to find key factors in all research results that affecting the command and synergy in city emergency management. And this paper is to ask this question and tell people the key factors and how to improve the command and synergy in city emergency management.First, this paper research volumes of theories and practices in urban emergency management. The main points are these, methods on how to improve performance in command and synergy, models about city emergency management and practices in city emergency management domestic and abroad. Based on these researches, this paper searches the problems in command and synergy of urban emergency management.Based on theories and practices, this paper refines the Target Association Model from target association concept in Social Synergetics. With this model and Urban Emergency Management Framework Model, this paper brings forward a new model named Urban Emergency Management Command and Synergy Model. From this model, we can find the command and synergy is related with all parts of city emergency management. In the base line, there is organization structure, establishment, resources allocation and information management. In the safeguard line, there is law, mechanism, plans and standard .In the space line, there is position, street, district and city. In the time line, there is preparing stage, warning stage, response stage and recover stage. So in the following chapters, this paper researches this topic from these four aspects.At last, based on Shanghai emergency management's practices, this paper brings some suggestions and advices about how to improve command and synergy in Shanghai emergency management. Hope it help for the Shanghai emergency management.
