Through using DELL BPI theory and method,and in the bases of making a overall analysis and drawing lessons from the related supplier evaluation and selection theories and results, this paper illustrates in detail that the evaluation and selection of suppliers is the premise, foundation and important controlling measures for the enterprises to establish a new supply chain management relation. Thus discusses the concrete steps and processes of the supplier evaluation and selection. This paper also makes a detail analysis to factors which affect the evaluation and selection of suppliers' cooperative partners, according to this, establishes a criteria evaluation system for the supplier evaluation and selection. For the question of supplier rating, this paper takes great emphasis on discussion the methods of supplier performance estimate. In the last part,this paper uses VB, SQL to compile supplier management software.Ultimately,pass DELL second audit,gain stabile order and customer satisfaction.
