With integration of world economy and rise of knowledge economy, competition between economic entities has become fierce and widespread in an unprecedented way. In face of opportunities and challenges brought by globalization and new economy, all economic decision makers agree to upgrade competitiveness. Cities, which are accumulation points of high-quality resources from the whole country or area and also growing peaks of economy, therefore have more important positions and functions. The comprehensive competitiveness of suburban districts, as basic units of Shanghai city, are major components of Shanghai international competitiveness.Based on common theories of Competitiveness and Regional Economics, this thesis studies the current social and economic developing situation of suburban districts of metropolis. Through finding out advantages and disadvantages of each suburban district and differences between them, the main purpose of this study is to be the useful reference for suburban districts in deciding future developing course and upgrading competitiveness.The comprehensive competitiveness index system, which includes 3 levels, 5 categories and 50 indices, and the industry competitiveness index system, which includes 4 categories and 16 indices, were created. The comprehensive and industry competitiveness of 9 Shanghai suburban districts have been evaluated by Delphi method and Principal Component Analysis.By analyzing the evaluation results above, it is concluded that the comprehensive competitiveness of suburban districts are presented dividedly: Minhang, Songjiang, Baoshan and Jiading constitute the most powerful group; Qingpu and Fengxian belong to the second powerful group; Nanhui, Jinshan and Chongming form the least powerful group.Suburban districts with different competitiveness levels should proceed development based on their particular characteristics. Districts from least powerful group should first confirm their own positioning, and then increase economic strength by developing distinguishing industries. Districts from powerful groups should pay more attention to culturing self-innovation abilities, take Hi-Tech industries for main power of future development, and reduce energy consumption in order to realize the change of economy growth mode.
