Comprehensive Evaluation Methods Based On Index Development And The Application In Innovation Competitiveness

Comprehensive Evaluation plays an important part of decision analysis research,which widely exists in the society,management,economy and other fields.In theory,comprehensive evaluation is a sort of theory which need to be objective,fair,reasonable in application.With the rapid development of social economy,people face with the evaluation problems,which are becoming more and more complicated.Aiming to the same object,we need to consider a certain time period of the evaluation information,the time weights on the basis of traditional classic comprehensive evaluation are added to become a new evaluation problem,which is called dynamic comprehensive evaluation.Therefore,how to evaluative the development condition of objects in dynamic situation scientifically and objectively is the key problem.Based on the analysis of related literatures of comprehensive evaluation,the development state of the index of dynamic comprehensive evaluation is discussed and researched in this paper,the main research fruits are as follows:(1)The paper puts forward a dynamic comprehensive evaluation method with considering the evaluation index increment.Aiming to multi-index dynamic comprehensive evaluation problem,the paper considers index and index increment,the each time attribute weights are obtained via the method to the maximize the sum of squares of deviations,the attribute weights are obtained via the method to the minimize the sum of squares of deviations.the time weights are determined by the model of arithmetic time function,this method highlights the objectivity of evaluation information,and the method is verified by an example effectively.(2)The paper puts forward a dynamic comprehensive evaluation method embodying development trend.Aiming to consider the development trend of the evaluation index in dynamic comprehensive evaluation,The development factor is defined to denote the development trend of the evaluation index.On the basis of scatter degree,the attribute weights are obtained via the method to the minimize the sum of squares of deviations.the time weights are determined by the model of exponential time function,this method highlights the development trend of evaluation information,and the method is verified by an example effectively.(3)The paper puts forward a dynamic comprehensive evaluation method embodying incentive characteristic.Aiming to consider different time gain levels of the evaluation index in dynamic comprehensive evaluation,the paper sets up the good and bad gain levels of the evaluation index with considering the development level of the evaluation objects in the whole period,the attribute weights are obtained via scatter degree,this method highlights the incentive effect of evaluation information,and the method is verified by an example effectively.(4)The application of dynamic comprehensive evaluation method.The application is operated by the flow diagram of the evaluation.The paper introduces the application background of innovation competitiveness evaluation of China's provincial,establishes the index system of provincial innovation competitiveness and obtains index data,analyses the characteristics of dynamic comprehensive evaluation methods,a dynamic comprehensive evaluation method embodying development trend is applied to the evaluation and analysis of 2009-2013 provincial region of the actual index data of innovation competitiveness of China province.Finally,the thesis summarizes the findings and proposes the problems which require further study.
