The rapidly developmental information technology has deeply changed the track of traditional economy since the medium term of 20 century 90s. Economic growth of American had continued for 120 months from the 4th month of 1991 to the 4th month of 2001. Economic growth rate of American slowed, after, quicken in 2001. According to the survey of IMF, economic growth rate of American was 2.4%, 2.6%, 3.9%, 3.1%, and 3.4% from 2002 to 2006 separately. The phenomenon that high growth rate, low unemployment rate and low inflation rate exist in American economy simultaneously was called new economy. At present, the new economy has appeared in a few nations. Although our economy is poor for the moment, good tendency has appeared by developing for last years. Facing the new economy, we should start with the condition and real development stage of our country, to take full advantage of late-development advantages and advanced technique achievement of world, to adopt effectual measures and to grasp opportunity so as to deal with the new economy challenge actively.This paper discusses how to construct the core competitive power of our business enterprise under the new economic circumstances, explains the meaning and character of new economy, illuminates that new economy is the inevitable development tendency of world economy in 21 century. Based on the traditional competition strategy, considering the character of new economy, this paper expounds the importance, necessity and specific methods of constructing the core competitive power of our business enterprise. Those methods are to enhance the technology innovation ability of business enterprise, to hold and protect core technology, to heighten administration innovation ability suiting with new economy, to accelerate the informational construction, to foster the human capital, to build the harmonious corporate culture. Moreover, government should play a leading role in the course of constructing the core competitive power of our business enterprise.
