Basic education, which is about people's basic knowledge and capacity of survival, living and development, includes family education, elementary education and social knowledge education and so on. Nowadays, basic education in our country includes preschool education, elementary education and secondary education. The public expenditure on basic education is the main part of elementary and secondary school's funds. Since the 21st century, people are worried about the efficiency of the public expenditure on basic education. With the fact that there are so much problem in the public expenditure on basic education,especially the problem of low efficiency, it is very urgent to study how to spend the basic education expenditure more rational and to maximize the benefit of our limit education resource.This dissertation analyzes the efficiency of the public expenditure on basic education from the viewpoint of economics and input mode firstly, and divides the evaluation scope of the public expenditure on basic education into three levels, the endogenous efficiency, the section performance and the unit efficiency. Then I analyzes the problem of the efficiency of the public expenditure on basic education, such as the gross financial input, the expenditure structure, the equilibrium between city and rural district and the supervision,as well as the cause of the problem. In the end, I provide some suggestions to improve the efficiency of the public expenditure on basic education, including further increasing the public investment,reforming the public investment system, adjusting public expenditure structure , introducing the education cost account institution, establishing effective supervising institution, controlling school's size and programming the education scientifically.
