The state-owned economy is the entities of the State Property Rights, which represents the national interests and demands. In China, the main manifestations of the state-owned economy is state-owned and state-holding enterprises, which represent not only the country's economic interests and requirements of policy tools, but also an important guarantee of the socialist system. Therefore, due to historical environment, traditional state-owned economic layout lot scattered in various economic regions, and it shares a common destiny with regional economic development. State-owned economy in the planned economic system has developed through for 40 years. While it provided material wealth and job opportunities for the community and the country's development, it also has accumulated a lot of drawbacks, which causes serious impacts on the process of socialist modernization and economic reform in the region depth. In this regard, I believe that it is necessary for Analysis of the state-owned economy function. And treat its function as a policy tool to make the fusion use of regional economic policy integrated,, make regional economic development and reform of state-owned economy into a unified framework, so that the regional economic development create conditions for the deepening of the reform of state-owned economy. And the state-owned economic reform should be based on regional economic realities, to do more for better service for the local economic and social development. Learn from the developed countries, drawn on their mature experiences of the regional economic policies, I supposed the reform of state-owned economy should be based on the actual situation of the region, mining and develop regional advantages, and the implementation of economic policy, should be taken a long-term strategic vision, and be good at using indirect policy instruments, change "blood transfusion" into "hematopoietic", and realize regional economy and state-owned economic development policy of benign interaction.The first chapter outlines theory. Section I introduced the system of regional economic policy. The combination between regional economic policy and the features of the state-owned economy was discussed. Comparison of data shows that the reform of state-owned economy provides impetus to regional economic development, and regional economic policies create conditions for the deepening of the reform of state-owned economy.The second chapter describes the experience of developed countries and regional policy by inspiration., specific on mature experience of the European Union, Japan and the United States. Regional economic policy-making and economic development at different stages and can not be separated from the purpose of the policy, and, along with political, social, technical, economic different environment, effective regional policy requirements are constantly changing. For the features of development, application of regional economic policy should be flexible, train a driving force for sustainable regional development, change "blood transfusion" to "blood". These are what mature we need from the regional policy.Chapter 3, it showed the country's state-owned economy in the regional development and the function of the evolution in the process. Section 1 it is mainly about China's regional development and the history of the status now. Since 1949, China's regional strategic changes can be broadly divided into five stages. The first three stages of reform were before opening up, and other two stages are after opening up. Under the planned economy system, China's overall regional strategy that balanced regional development, and give priority to national defense and national security after the reform and opening up, as economic reform, the increasing emphasis on corporate strategy coordinated regional economic development. In the regional strategy and the different stages of development of different regions in the state-owned economy plays a pivotal role. In analysis of the effects of the regional economic policy tools, regional economic policy are suggested for the upgrading of the state-owned economic function of the policy recommendations.
