Agriculture Bank of China (ABC) will go on the market in August , 2008 . As the last national commercial bank , going on the market of ABC denotes the completion of the joint stock system transformation of all our national commercial bank . To establish the company management system (CMS) , according correspond to joint stock system bank , the general headquarters of ABC request every branch to design a new CMS on the base of balance scorecard ( BSC ) . As the main body of sub-base operating of ABC , Nanhang Sub-Branch(NHSB) follow out and carry out the strategic target on the guiding ideology of BSC . And, according to itself , NHSB integrity the PMS , and all of this will be much value to the joint stock system transformation of ABC .On this background , combining auctorial working , this paper does a deep research to PMS of BSC of NHSB of ABC from follows : 1.the situation and shortcoming of the PMS of NHSB ; 2.the design of BSC PMS of NHSB ; 3.the enforcement of BSC PMS of NHSB .This paper have three chapter :In the first chapter, we analysis the situation and shortcoming of PMS of NHSB .The precursor of NHSB is international service department of Hainan Agriculture , it is one of 26 branch banks of Hainan Agriculture Bank who have lager size and better operating. At the end of last year , it owns deposit 20 billion Yuan , loan 12 billion Yuan , and has good company client with AAA credit and more . NHSB has five department and one counting house , and manages directly seven operating points , as well as a lower sub-branch, NHSB has 158 staff . In these years , Hainan Agriculture Bank exercise big benefit assess system with the core of many operating indices , and under the model of this kind of performance management , NHSB established a whole suit PMS , including both qualitative and quantity between first line of second line staff in organ , as well as in operating points . But there are many shortcoming, compared with the strategic target of the general headquarters ( that is norm operation , norm manage flow , develop stable client colony , employee's study and pullulate ) . To fit the new development situation , to establish and exercise the PMS which matching with the strategic plan of upper bank , NHSB starts to construct the BSC PMS .The current PMS of NHSB has five main problems : 1.the assess indices are designed irrational ; 2.the item is single ; 3.only care of the short term object but ignore the long term and the whole benefit ; 4.the correlation with staff profession life is low ; 5.the process of PMS less of the persistent open and communicate . The main reason of those problems are managers and staff's view of performance is provincial and old business constraint target decision irrational , as well as Human resource management system lags .However , BSC - this based on the strategic target - provides the possibility to resolve those problem .The second chapter researches importantly the design of BSC performance management system of NHSB .This paper , according to the actual situation of NHSB itself , constructs the balance score system as follows : 1.to describe strategic target . Through the analysis of province bank client , staff and some others who have benefit , we decide strategic target in the next term ; 2.from the four dimensionalities of BSC , we decompose the strategic , and decide the plans to realize these smaller strategic target ; according to the preselect important strategic target , NHSB chose four dimensionalities and ten indices as the indices of BSC ; 3.design the weight of these indices . In this paper , we decide the weight of every indices by weight factor method . The weight of every indices is decided by the experience of system designer of NHSB , as well as many times discuss, and then we give out the explain for the reference of every indices' marks .In the third chapter , we make a deep research on the performance of BSC PMS of NHSB . And we give a deeper analysis on the implementation step and safeguard mechanism .After analysis BSC of the whole sub-bank , we supply different indices to different department according to their different function , so that can strong the communicate and cooperation of department . Finally , it could be able to establish BSC of the first line department and BSC of operating net points . After design BSC of the two level -- sub-bank and department , we give the explanation that how to carry out BSC .To price the performance of the BSC design of NHSB , we analysis the complete situation of every work of NHSB in the first quarter , 2008 . And we get the conclusion : the application of BSC is success totally in NHSB , but there are some shortcoming , by the angle of apply wide applied abroad degree , so there is work remains to improve PMS .
