An Analysis Of The Present Situation And Prospect Of Sino-CIS Economic And Trade Relations Development

Since the 1980's intermediate stage,the economic globalization and the regional integration have become an objective tendency which don't take human's will as the shift. The interdependent degree between various countries is deeper and deeper. It's impossible for any country's economy to be separated from the world economic system to obtain development and success alone.In this case,after the Mutual Economic Assistance Council's disintegration in 1991 causing the trade of the original ruble area collapse,there are several problems that The Commonwealth of Independent States(CIS) must bump into at the beginning of the independence and bsolve inevitably.For instance,how to make the originally closed, half-closed economy to transform gradually into open-oriented economy participating in the international exchange and cooperation positively,the trails of domestic market and international market connected as soon as possible,and how to optimize the disposition of resources.Since the independence,CIS take geography economy as the backing to develop foreign economy relations.China,as a closer neighbor,has becomed one of the most important partners of CIS in developing economic and trade cooperation.The Sino-CIS economic and trade cooperation relations not only takes to an extension of Sino-Soviet Union economic and trade relations at the Soviet time,but also is a process that independent countries and China have newly built and developed economic and trade cooperation on the basis of new national relations.Since the disintegration of Soviet Union on December 26, 1991,China have established foreign relations with all of the CIS countries.After Sino-CIS establishing diplomatic relations,the national and political relations have been keeping a good development momentum.However,this kind of good relations must be carried out in close economic cooperation domain,only then can have a lasting significance.Cut off to June, 1993,China and all of the CIS countries have signed a series of bilateral treaties concerning the development of economic trade and technical cooperation,which laid a good foundation to develop the bilateral cooperation.So far,the government economic and trade documents that China have signed with these countries include:Economic and Trade Agreement of Partnership,Investment Protection Agreement,Avoiding the Dual Taxation Agreement,Import-export Goods Quality Assurance Agreement etc.Economic and trade cooperation between China and the main CIS countries have been being developed smoothly.Under the background of emergence and vigorous development of the regional economic integration,the CIS is an extremely important and special phenomenon.On the one hand,CIS is a noticeably giant local countries' unified body in integrated cooperation of division of labor in the international economy.On the other hand,Soviet Union's disintegration did not mean that the local countries' economic chain link completely broke,but only meant entering an adjustment time before a new economic relations.Not only do Sino-CIS geography approach,but also have a good foundation of developing economic and trade relations.First,both sides have very strong complementarities in economic and technical aspects,which enables their economic cooperations to have a broad prospect.Besides developments of trade and investment,China and CIS have more cooperation potential in domains like resources, energy, electric power, infrastructure, aviation and astronavigation, agriculture, light industry, service and so on.However,in light of the current situation,the powerful conjunction spot has not been found yet in the economic and trade cooperation,the development of economic and trade relations is slow and the level of economic and trade cooperation is not high generally.Whether from overall or from Chinese biggest trade partner-Russia in CIS,economic and trade cooperation between both sides was still at a low level.The existing cooperation scale and the various countries' economic potential and reciprocity do not match.There are also some noticeable contrasts between possibility and reality,feasibility and rationality,expectation and result in the economic and trade development.Nevertheless,both sides have a very strong complementarity in economic and technical aspects and the potential that economic and trade relations may be further strengthened is huge.This article analyzes Sino-CIS statu quo of economic and trade relations with emphasis in view of that question,discussing the questions and reasons of Sino-CIS economic and trade development and attempting to give certain positive policy suggestions and prospect forecasts in view of improving Sino-CIS economic and trade relations.It first introduces the CIS' economic present developments,mainly adopting the CIS' economic integration which is a representative phenomenon to make analysises.In my opinion,it's very important to develop economic and trade relations between internal member nations in CIS.Overall,economic integrations for more than ten years have not obtained results expected.The total characteristic is that empty is more than solid.Since the CIS' establishment,China and the CIS have experienced several stages of economic and trade development courses.I review the bilateral economic and trade cooperation from four stages and summarize the development conditions from bilateral trade,mutual investments,cooperative production and technical trade and so on.Then it's about Sino-CIS' new developments of economic and trade relations in recent years.From the analysises,although bilateral trade commodity structure is lower,the economic and trade cooperation is still developing rapidly and the volume of trade is going forward in the fluctuation.Chinese entry to WTO and Russian coming entry to WTO will standardize the bilateral international trade.Moreover,the establishment of Shanghai Cooperative organization has poured new vigor into the acceleration of economic and trade relations development for both sides.This article then analyzes Sino-CIS present situation,characteristics and existing main questiones of economic and trade relations development.The characteristics display in expansion of volume of trade,improvements of the commodity structure,distinct enhancements of the commodity quality,expansion of service trade and further multiplicity of the main body of economic and trade cooperation.The main questions display in the low rank of trade commodity structure,prominence of management disorder,lacks of multiplicity of the form of economic and trade cooperation and non-standardization of the trade way.Only if the above questions are solved suitably can we make both sides to expand the economic and trade relations develop further.Finally it's about countermeasures and prospect analysises of further expanding Sino-CIS economic and trade development.By analyzing the social economy quota relations between Chinese export commodity and export destination,we can conclude that both sides must expand the trade development and economic and trade intercourse by making every effort to expand the foreign economic and trade scale and raising the level of economic development.This is my innovative analysises which will give inspiration regarding the same kind of research in the future.Regarding the prospects, both sides will devote to develop equal and mutually beneficial economic and trade cooperation.I may forecast that the bilateral economy enters a quicker rise period until 2010 which will create a huge demand for bilateral economic and trade cooperation.Presently,Sino-CIS' economic and trade cooperation is facing a lot of new opportunities.The CIS and China both have many superiorities in participating international economic activity.In order to change the low level of Sino-CIS' economic and trade cooperation,we must discuss the new forms of economic cooperation positively,design and optimize the areas of collaboration and seek international comparative advantages in a wider range and a higher level according to respectively domestic readjustment of the economic structure.
