| The core link of our nation's economic system change is SOEs reform. It is related not only to set up and perfect socialism market economic system, but also to the revitalization of Jilin old industrial base for Jilin province SOEs to change system whether successfully or not.The background of SOEs reform is transformation of economy and society. The system change of our SOEs had experienced following periods since our nation carried out the policy of reforming and openning: devolution of power and concession of profit;tax instesd of profit and contract system;trial of shareholding system, to set up modern enterprise institution;adjustment of layout of state own economy, SOEs system change and double reset.there were different policies came from central government varied to above periods.Our realization about status and role of SOEs among national economy development was going further along with the deepening of reform.Particularly,the central government has come on a series of policy about SOEs reform to speed up the adjustment of state own economy layout since the 15th party congress of CCP, and put forward clearly reform of local SOEs should be accelerated through reform of proterty right system. All of above is the background of SOEs extensive reform in Jilin province.The economic development of Jilin province had been behind schedule of some provinces along seashore of our country, the main reason is that our step of SOEs system change was slow down, state owm economy lacked of energy, the mechanism of enterprise was rigid,it was very difficult for a number of enterprise to adapt to drastic economic competitiveness of the market.Under such situation, the economy of Jilin province could get vitilization in order to suit for marketing economy only make SOEs lively by intoducing innovation of system and mechanism into those old SOEs.So the prologue of SOEs system change was openned by the Jilin province government in the year of 2005,which was assault fortified positions.The strategic goal of SOEs system change of Jilin province is center on rivatilization of Jilin old industrial base. The start point depend on reality of Jilin SOEs, and following the rule such as benefit for development of enterprise, benefit for maintaining the interest of workers, and benefit for motivating the positive of reformer. All the activities was directed by the spirit of the 16th party congress of CCP, the 3th Plenary Sesion of its Sixteenth Central Committee, the 6th Plenary Sesion of the 8th party congress of Jilin province Committee,and working conference of SOEs system change in Jilin province. Take reform of property right system as a core and implementation strategic adjustment of state own economy layout and pattern of ownship,to impel shareholding system positively in order to realize the diversity of property right subject.The objective of setting up modern enterprise system was established by insisting on perfect of changing system wholly, dealing with debtor and creditor, finishing the tranfer of staff's labour relation, withdrawing of state own capital. We learned some good experience from othe provinces as well as produced some good lessons during this process, we also got breakthrough by what we have done in terms of reform of property righ institute, the innovation of system and mechanism of enterprise, the transformation of government's role and transform of identity and notion of worker. The results of those activities is quite positive as follow: the adjustment of state own economy structure got improvement, the energy of enterprise development increasing, the benefit of enterprise got raising significantly, the government effectiveness raised,and the civic awareness enhanced in all society.The reform of SOEs experienced two years is a ending mark for local middle and samll size SOEs mass withdraw significantly, and a number of enterprises got revitalization and new development by system change, which released the energy of those industrial base left by a few decades planning economy, the so-called"bottle neck"in the past has become pillar of economic development. The more important thing is it bought about a valuable wealth to our province once being controlled and impacted deeply by planning economy with low level of market economy,and shortage of pioneering culture, this valuable wealth is the thoughts of people change significantly and transformation of whole society, which set a culture foundation and provide a spirit security for economy and society of Jilin province to soar again.The main successful reason for SOEs system change of Jilin province is to develop power and role of government fully to build up the good atmosphare by government's forcing the change of system and mobilizing strength of whole society with organizing and planning carefully. Another reason is that we insist on standard to change system,such as protecting legal ritght of workers. We also took diversity and flexible ways to push the reform according to the different situation of SOEs, meanwhile we set up supportive and security system for reform of SOEs in functional department of government.Our success also depends on the good outside environment: the good circumstance of national macro-economy provided financial security for pushing the system change of SOEs; the adjustment of economic structure gave a space for unemployee to get empoyment again; increasing value-added of land brought about more resources for government to change system; the plenty of cash came from outside into our province filled our need to change system; the rapidly development of private economy became an impeller of"SOEs withdrawing by the private entering".We have gotten some good lessons and the ways of doing things through this reform: Firstly, it is prerequisite condition for the reform to get success and breakthrough,that is to deal correctly with relations among the reform,development and stablization of SOEs, to integrate realistically dynamics of reform, speed of development and acceptance level of mass under the rule of people-oriented. Secondly, it is an effective choice for governmenet to develop mighty power by its administrative measures which can concentrate the time and capability to solve acute conflict and problem under special environment and period of society transformation, this achieve maximum results with little effort. Thirdly, the key point for local economy and society to realize developing coordinately is the responsibility sense of leadership in different level government, those leaders take the reform and risk positively without avoiding any difficult and conflict. Fourthly, the ensure factor to finish this reform is that we kept scientific decision-making of SOEs reform, and paying attention to coordinate measures of reform so as to keep the reform going smoothly along tight direction. Although we have gotten some achievements, there are still some problems about our reform of SOEs unbalance between the effectiveness and the fair,between the speed and quality resulted from unperfect institue and policy and irregularilly operation of reform. So as to some interests of worker and state own capital got lost. The details of those problems are: lacking of reform cost, how to deal with financial debet of enterprise, some enterprise did not change their system thoroughly, how to make the unemployee get re-employment. In order to sovle above problems,the following work need us to do in next steps of SOEs reform: to adjust layout of state own econony further and to build corporate governance structure, to strengthen controlling of enterprise financial risk in order to enhance their ability of competitive, to reinforce supervision of SOEs capital by setting up budget institue of capital operation, to trengthen management of SOEs property right through implementation of accountability system, to give strictly controll for management layer to increase their capital and stock.. |
