| The residential housing level developed with the national social economy level. Especially the midand low earning social stratum, how to guarantee their reasonable housing level, relates the societystable and the harmonious society's construction. At present, the investigation on urban housingfocuses on urban house security institution. But there are little on mid and low earning residents'housing level.In recent years, the key to solve their housing issue is increasing the area. The housing area is thekey Indicators but not all. The other factors such as housing quality, environment, trafficconditions and so on are also influence the whole housing level. In the long run, especially alongwith social economy development and with the disparity between poor and rich increases day byday, there is necessary to increasing the housing level in various multiple perspectives.This article first reviewed domestic and foreign in the housing level aspect research results, thencleared about the research question and the research goal. Based on this, this article has made theconcept limits to the housing area, and has made the analysis to housing system's developmentprocess and the housing safeguard's present situation, then analyzed the residential building leveland the housing system of safeguards' relations.And, the housing area is the core target, is the absolute requirement, but the housing quality andso on belongs to an auxiliary target, flexible target. Using this indicator system, this articleattempts with the expert grades the law to make the quality synthetic evaluation to the housinglevel.Finally, the article to guaranteed that the mid and low earning resident's reasonable housing levelput forward the countermeasure proposal. |
