Training plays an important role in the knowledge economy era. So, training must be treated and organized scientifically and effectively. Firstly, the dissertation introduces some theories about training and effects evaluation. Secondly, the training requests for group leaders of power enterprises are determined based on the model of capabilities, and then the relevant training system is established according to the IS010015 international training standards. Effects evaluation is conducted by fussy comprehensive evaluation and investment yield methods that proves the training scheme to be scientific and effective. In the first evaluation method, the classical evaluation model is improved and the index weights determined through level analytic method and a comprehensive evaluation system founded. In the second method, the scheme's capital and benefit can be worked out by theories of capital value and effects assessment. Finally, the dissertation presents a conclusion about the optimized designing and effects evaluation on the training system and puts forward some suggestions on further research.
