Since the 1980s, the United States business and management scholars amazed at the Japan enterprises' rapid development, after concluding the successful experiences, they put forward the concept of corporate culture. Corporate culture management, flexible management and soft strengthens are highly attended by people. Up to now, the corporate culture management has already developed to become an important theoretical to the contemporary management learn theory. The corporate culture construction also becomes a large enterprise's essential course, and many of the large enterprises still study how to construct a culture being like small enterprise so vibrant one. However, SMEs(small and medium enterprise) as an important pillar of the national economy, development of itself, the building of corporate culture is not be optimistic about the situation. In response to this circumstance, this paper chooses to study the SME culture construction and concentrate on providing practical, workable models and methodologies.First, briefly introduce to "what is corporate culture". After making reference to various literature, this paper defines the corporate culture as values be consistent cognitived and performed by the group mass, which is formed from the enterprise development process, and as the behavior patterns, system norms, forms guided and dominated by the values. This definition contributes to comprehensive understanding corporate culture for the construction angle, and reference to the concentric views divides to spirit culture, institution culture and material culture.Secondly, after introducing the function, subsequently analysis of "why should construct the SME culture". Where considered the SEM present development situation, structure characteristics, challenge and opportunity etc. From this part we can see the importance and urgency of the SEM culture building.Finally, the analysis focused on the main part of the "how to construct ". After the analysis of the SME culture present situation and existent problems, aimed at the familiar phenomenon as boss culture, household culture among them, combined with the development stage and hypothetical theory of human nature, this paper presents models like vision culture, institution culture and family culture. Emphasizing that the SMEs should build a vision culture in the pioneering period, an institution culture in the growth, a family culture in the maturity. After this, it also refers to a number of specific operation methods and carries on some case introductions.
