Creative industry is the new points of growth in the economic development of the city. With the economic system switch, industries upgrade, city functional shift, the independent innovation has becoming the national strategy. The creative industry has brought the huge benefit for the society and economic development. At present, many cities and the area already started to develop the creative industry, however, it was still at the start stage, the creative industry theory is inadequate, which lacks system theory method to instruct the practice.The methods concluding theoretical study and representative case analysis, field survey and statistical analysis, qualitative analysis and quantitative analysis, are used combiningly. Based on reviewing and summarizing the theories of creative industry planning both home and abroad, combined with the investigation and analysis of advertisement of Xi'an, the theoretic frame of the creative industry cluster is constructed. Then the realized approach to constructing the city creative industry cluster is discussed.(1) Based on the comparison between creative industry both home and abroad, we find that theory research of creative industry is on the initial stage. The accurate limits of creative industry, related system of statistical indicators' construction,industrial development promotion policy research and industrial frame formulation need deeply research.(2) Aimed at the above issues, formation mechanism of creative industry cluster is analyzed, and finds that industry cluster is the main model in the development of creative industry, by expanse the industry chain to develop the core and periphery industry chain cluster in the creative industry. Meanwhile the paper points out the "Primary creativity industry cluster from bottom to top" and "Top-down campus creativity industry cluster" is the two spatial types of creative industry.(3) By using the investigate method, knows that how the advertisement agency knows about the cluster, and concludes that advertisement cluster is mostly depends on the cluster consciousness of advertisement agency.(4) By using the software of SPSS and GIS, analyzes the spatial distribution of the advertisement agency in Xi'an, concludes that "High technology and new technology guidance", "market guidance", "cost guidance", "media dependent form", " environment atmosphere guidance" five cluster models is shaping.(5) Take the government as the leading compound drive mechanism is the principal means which the Xi'an advertismg industry space gathers.
