In today's knowledge-based economy, with the extensive application of information technology, and further intensified market competition, the nature and motivation of work to staff in enterprises and organizations become more complicated. Payment management, as an important incentive and restraint function, and the important human resources management tools which can effectively support the implementation of a corporate strategy, it has been gradually incorporated into the framework of strategic enterprises, becoming an important tools for business strategy implementation.In this paper, for example the department of airlines S, to study the new system on the payment management, through the analysis of pilots remuneration, to establish competition, incentive and restraint forces, stimulate the vitality of enterprises, mobilize work enthusiasm of flight personnel, reduce the cost of human resources, promote the industrialization, operation, marketization, and international development, which is one of the main purposes. The study for promoting the reform of the payment management companies supply a certain practice guidance with value in theory.This article is taken to the main theoretical analysis and demonstration analysis as supplement, throughout a full investigation on S airlines, classify and categorize the problems of current pilot's salary after analysis, there are the conclusions:1. Payment decision-making is an important enterprise management activity, related to labor cost issue. Sccess payment decision-making allows enterprises to attract and retain outstanding employee because of competitive payment policy under the payment capability. Payment management seems simple, in essence, it needs comprehensive application of economics, sociology, psychology and law, and other social science research results. Pay decision-making needs to keep an open mentality, focused on solving the restraint in reality of payment, in order to build the salary management system which is adapt to the realities for enterprises.2. Equity is the internal and essential requirements for payment management. Equity is not only reflected in the results of the distribution but also on the fairness of the distribution. Wise managers can enhance staff the sense of participation in decision-making process through reasonable arrangement and build up an acceptance for payment system through favorable communication by explaining pay policy to them。 3. In the payment management, it is necessary to take into account the interests of short-term and long-term business interests, to save impulsion of enterprises in long-term development . Combine enterprises and individuals with its long-term interests, so that employees really feel solidarity, settled a solid foundation for enterprises in long-term development.
