Human resource is the most important enterprise's strategic resource to be a winner in the coming market with fierce competition. Training, as an important means for corporate human resource development, has been paid high attention by enterprise managers. Training course development, as an important part of the business training system, is not only the link between the strategic objectives of the enterprises and the needs of staffs' individual development, but also the bridge that link the training target of macro-level to teaching objectives, methodology of micro-level closely. The rational development of training course directly impacts on the effective implementation of the training.The paper views the widespread phenomenon that the training course development always copies the curriculum of other companies or schools. Starting from the theory of curriculum, the paper made a systematic analysis, summary and explanation to the concept, the core elements, the main features, the general principles, the theoretical foundation and the model of training course development. On summing up the theory and practice of common mode of training course development at home and abroad, in light of China's latest Double Bishops Teaching design theory ideology, Combined practical training of the Hunan Aerospace Information Limited company, the paper reconstructed an operation framework model which is fit for the training course development in this company and done a detailed description of the steps, the content and the features.Through the analysis of two training courses for technical staff and customer based on the model, we concluded that the goal of training course development is highly targeted and practicable, fully respects for the trainer and learners' subjective initiative, focus on creation of learning environment and comprehensive usage of various teaching strategies, concerns about the learning transfer of the study under a variety of mechanisms, emphasize the rationality and feasibility of evaluation tools. The proposal and usage of course development model has standardized operational procedures of training course development in the company, not only improved the quality of training effect, but also provided a theoretical and practical basis for the next work. At the same time, hope that this research can give some reference to other related companies and trainer's work about on training course development.
