An Analysis On The Compensation Policy For Land-displaced Farmers In Urbanization

With the development of urbanization, much rural land converts to urban land and many farmers lose their farmland. Land-displaced farmers live on the verge of city and countryside and it is difficult for them to merge into the society. They don't belong to the country that has excluded them, nor could they be absorbed by the city, so what they should face is a great risk. As a result, it is especially important to protect the benefit of the land-displaced farmers.This article, based on land rent theory and property theory, put forward the core presupposition of sharing land increment from transferring agricultural land to construction. The cognition and reflection of different farmer groups about the compensation policy for land-displaced farmer in Quzhou city have been investigated by both questionnaire and practical interviews. From the empirical research in Quzhou city, we found that regional price compensation policy is not fair for neighboring region; life insurance system ignores the needs of different groups of farmers; money management of land compensation in village lacks in monitor. Some practical proposals were put up, such as improving regional price compensation policy, further reforming life insurance system to promote the fairness of different farmer groups, and building up the management system of compensation fees. Finally, combining theoretical and empirical research, the article put forward some suggestions from the national level to reform compensation policy for farmer in the process of urbanization. These suggestions includes improving the operations of social security system for land-displaced farmers, setting up the mechanism of sharing in land increment when rural land converts to urban land, and reforming the land requisition policy to protect the rights of land-displaced farmers etc..
