Along with father development of modernization of science and technology and globalization of world economy, modern society has entered into the network age which the network of information symbolizes. Under the new economic and technological conditions, competition in the global market trend towards fierce and opportunities trend towards transient .An enterprise have difficulties in meeting the changeable market requirements on its own because high technique, unique individuation, and high quality is becoming the new direction of market requirements. Therefore, a simplified, flexible and delicate framework of enterprise is needed. Enterprises also must turn the traditional competition idea of "zero-sum game" into the idea of "Positive-sum Game". Then, a new kind of enterprise business model—virtual enterprise emerges as the times require. Now lots of well-known business enterprises abroad have succeeded by virtual operating and some domestic enterprises also quickly grow up and become the successful model of virtual enterprises by it. These examples show us the strong vitality of virtual enterprise.As a dynamic alliance of enterprises, every member of virtual enterprise put their core competence together into the alliance. Virtual enterprise members cooperate with each other on aspects of production, geography, function, and so on. So complementary and mutually beneficial is the core competence from different enterprises that it breaks the limit of single enterprise's resources and greatly push the development of competitive advantages. It is clear that virtual enterprise is established on the foundation of the core competence. The core competence plays an important role in establishment and development of the virtual enterprise. For the sake of adapting to variety of market environment, quickly developing our country's virtual enterprises and improving their competitive power on market, strengthening the core competence of virtual enterprise is an initial strategy.This paper systematically analyzes a series of key steps to develop virtual enterprise's core competence, such as identification, integration, promotion, and preservation mechanism. On the base of combining analysis of theories with present situation of domestic virtual enterprises, some fundamental measures are put forward. This paper consists of five chapters: chapter one is introduction. In this part, background, significance, present situation of both domestic and abroad interrelated researches, and methods adopted by this paper are presented. Chapter two is the summary of theories. Firstly, we talk about the related theories of virtual enterprise, the core competence, and value chain. Secondly, we interconnect these theories in the practice of virtual enterprise. Finally, it studies the meaning of constructing virtual enterprise's core competence from various points of view. Chapter three explains the development status and mode, and existing problem of virtual enterprise's core competence in our country. Chapter four comprehensibly expounds the constructing procedure of virtual enterprise's core competence on the base of elaborate analysis of these different steps' characteristics. Chapter five takes Meters&bonwe , Wintel, and dell for successful examples of virtual operating and put forward a series of suggestions form microeconomic and macroeconomic according to the existing problems of our domestic enterprises.
