An Exporatory On The Reform Of Rural The Aged Social Security System In China

In recent years, there exists increasingly prominent aged problem of rural in China, with rapid economic development and the gradual transformation of social structure, by the weakening land-protection function and the family's supporting to the aged and exacerbated by the aging of the population. All these have seriously affected Chinese rural economic development and social stability. The current rural social the aged security system has already lagged behind, it must be reformed.At present, China has formed a diversification pattern of parallel development which includes the social endowment insurance system as the core and a number of supplementary the aged pension system. The article gives a brief review of the development process of the rural social the aged security system, and draws the following conclusions:the rural social the aged security system is closely related to the level of economic development and the government duty;we recall the history of Chinese rural social endowment insurance system, and then we can get this conclusion:the development of rural social endowment insurance system has a close relationship with the economic level and the duties of government; we pay more attention in analyzing the central problem in rural social endowment insurance system at this stage, which concludes:the system is not stable, the relation between supply and demand is not balanced, and the management level is too low. Then we can get a conclusion:there are many disadvantages in the present rural social endowment insurance system; we must do some reformations and improvements to deal with the serious condition.with the retrospect of history and the analysis of the present problems, this paper tells some negative factors need to be handled in rural social endowment insurance system for our improvement in the future, which mainly concludes economy, politics. culture and the defect in the design of system. Among those negative factors. the factor in politics is the main problem to be deal with, which means the duty defect of government in law, finance and supervision. Finally, this paper shows some basic principles to follow for the improvement of rural social endowment insurance system, by learning some international experience and thinking about the condition of our country. Then this paper gives some general ideas, especially gives a new plan for the improvement of rural social endowment insurance system. Finally this paper puts forward some concrete safeguards to deal with the problem in rural social endowment insurance system as much as possible.
