With the steady development of Chinese economy, tourist industry, the so-called no—smoking industry, is now springing up rapidly. The development of tourist economy accelerates the recognition by the public, which brings a prevailing boom in the investment of tourist industry, and more and more enterprises are stepping into this promising industry. However, in the process of the development of this new industry, many scenic spots have been trapped in problematic situations in recent years. For the lack of capital invested to develop the scenic spots by the government, the crop is so disappointing. Therefore, in order to explore the resources of scenic spots, it's a wise strategy to shift some of the previously monopolized management rights by the government to those promising nongovernmental enterprises.In recent years, nongovernmental enterprises have begun to pinpoint the tourism industry for its flexible mechanism of management, and their entry has actually speeded up its development. Although it is an inevitable and necessary trend for the nongovernmental economy to enter into the tourist industry, there still exist some problems needed to be solved.As the gate of Aba State, Wenchuan County boasts of its well-developed tourism. The local government pays special attention to the development of tourist industry, and has promulgated some relative privileged policies to ameliorate its investment circumstances. Taking advantage of this chance, community-owned capital swarms into this area to exploit its touring sources. However, community-owned capital's marching into this county encounters with a few problems, including those of community-owned enterprises themselves and those of tourist industry. From the perspective of community-owned capital investment into tourist industry, this paper has conducted an in-depth analysis towards some common problems and modes of such investment, with the general tourist exploitation of Wenchuan County as the example. The analysis shows that community-owned capital plays an important role in the development of tourist industry, and the county's economy as a whole. Chapter one introduces the general situation of community-owned enterprises stepping into tourism, as well as the background of Wenchuan tourist exploitation. Chapter two analyzes the accessibility of community-owned capital into Wenchuan tourist industry. Chapter three deals with the means to solve the problems concerning community-owned capital stepping into Wenchuan tourism, and chapter four concerns about its various modes.
