The total area of the western district of China takes 71% of the country's whole, and it takes about 30% of the country's population, it also takes about 91% of inland boarder line with many countries as neighbour, both rich in oil, coal mines, gas deposit, water resource and other various mineral resources, it meanwhile takes its advantage in agricultural production, travel development and rather convenient transportation, yet in spite of the all above, the western district of China is still quite week in economic power, backward in development, serious lack and undeveloped in scientific education and people's social life. If this situation continues, the development of all other area including the eastern and the GNP and the national developing level of the whole country will be serious hurt and dragged, since the western district really takes such important roll in this country. Therefore, to greatly speedup the development of the western district, strengthen the construction of the basic instrument, and to emphasizing more on the cooperation between the eastern and western district of this country will take a key roll and main aim of China's development policy.
