Research On Administrative Innovation Of State-run Scientific Research Institution

State-run scientific research institution is main component of the public institution in our country, and it is also an important part of state innovation system. Administrative system of State-run scientific research institution in our country was particular all along, and rules and regulations were particular as well; especially some State-run scientific research institutions which were constructed by state, assigned mission by state, and lack of competition mechanism developed with difficulty in reform and development, so administrative reform of these scientific research institutions expected new theoretical discussion and innovation.It was very difficult to adapt the requirement of administrative innovation of administrative theory and approach which were set up on traditional plan, organization, and coordination. Administrative change on the base of science and technology innovation demonstrated direction for administrative innovation of State-run scientific research institution and brought forward new higher requirements.This dissertation included four parts to make analysis and research on one of important components in innovation system of State-run scientific research institution—administrative innovation.Part I Through searches and analysis on literatures of administrative innovation theory, to make definite definition on conception of administrative innovation and expounded effect and common process of administrative innovation.Part II On the base of theoretical guidance, by using quantitive analysis and systematic analysis, to analyze present situation of administrative innovation of scientific research institution belonged to CAS which was represented State-run scientific research institution and summarize main factors of restricting administrative innovation of state-run scientific research institution in our country.Part III Through analyzing present situation of administrative innovation of overseas scientific research institution and combining with main factors of restricting administrative innovation of our State-run scientific research institution, to summarize the inspiration on administrative innovation of our state-run scientific research institution.Part IV To make demonstration research on scientific research institution belonged to CAS and put forward approaches and countermeasures to perfect administrative innovation of our State-run scientific research institution in these six aspects: administrative innovation on strategy, administrative innovation on organization, administrative innovation on system, administrative innovation on resources, administrative innovation on evaluation, and administrative innovation on culture.From modern administrative theory, to discuss and study on administrative rule and practical countermeasure of our State-run institutions of scientific research took important practical value on accelerating inner administrative reform of state-run scientific research institution, promoting ability construction, realizing innovation of science and technology, guiding state-run scientific research institution to get advantage in science and technology competition, achieving innovation span and continuous development, and in deed playing backbone and guidance role in construction of state innovation system.
