Human resources is the core of enterprise resources. How to strengthen human resources management and enhance enterprises'core competitiveness, has become a common concern for enterprises. With the development of information technology,the demand for Management Information System is increasing. Considering the characteristics of human resources management and the existing problems in China's construction enterprises, this thesis proposes building HRMS to optimize allocation of human resources, improving human resources management system and enhance the competitiveness of construction enterprises.Considering the problems that exist the establishment in traditional information systems, this thesis introduces Information Resource Planning theory, proposes that HRMS should be established under the environment of Strategic Data-Planning. Firstly, this thesis analyzes the process and characteristics of human resources management in construction enterprises, studies current situation and problems in HRM analyzing the reasons and presenting appropriate suggestions, and indicates the necessity of establishing HRMS. Secondly, based on IRP, this thesis studies the modeling of HRMS in construction enterprises which includes Process Modeling, Function Modeling, Data Modeling and Architecture Modeling. Based on the research, subject database for construction enterprises is designed appropriately. Lastly, taking the project in the Second Harbor Engineering Bureau of China Communications construction company Ltd as an example, this thesis explains the establishing process and content of subject data-base.This thesis provides a reference model for the construction of HRMS in construction enterprises. The model optimizes the management system and realizes information sharing among different MIS in construction enterprise. Data sharing is achieved by means of the construction of Subject Database which provides a better information platform for human resources management in construction enterprises.
