Human resources management has become the center of modern enterprise management. Recruitment management as a human resources management subsystem. Through recruitment, selection of a series of activities to the scientific and standardized system, improving the quality of enterprises to achieve sustainable, enhance the vitality, enhance corporate efficiency. Competence model as an advanced tool, it help to improve staff selection, training, enhance work efficiency and other. Through the internal recruitment of core staff, the application can play the role of guide and inspire , contribute to the common development of enterprises and employees.In this paper, competency model and its application in the selection of human resource be introduced more comprehensively. Firstly, it introduces the basic theoretical concepts of competence, competence model, characteristics, methods and steps of it building on, then describes the relevant information of core competence and competitiveness of enterprises, the core staff and the Competency Dictionary. Secondly, it gives a comprehensive description of the theoretical meaning and significance of recruitment, then introduces costs of recruitment, replacement costs of recruitment failure, the choice of recruitment channels and so on. Meanwhile, it gives a brief description of the model of competency-based recruitment and selection system. Next, this paper focuses on internal recruit the core staffs of W companies in the past two years; it introduces the actual situation of enterprise's internal recruitment. The analysis found that the problem is deep-seated reasons for the recruitment because of the lack of scientific management system, no corresponding model of the core staff competence; no standard recruitment procedures and the shortage of professionals. At last it combine the theories and methods of the paper, construct the core staffs competency model of W company and the model of competency-based model of internal staff recruitment management system in light of the actual situation and development strategy.
