A Research On China's Textile Industrial Organization Policies In Post-Quota

According to the removal on quota from Jan1,2005,it should signal the birth of free trading time in textile field. With the realization of textile trade integration, Chinese textile industry will meet tremendous opportunities as well as challenges. For one thing, Chinese textile industry is still in the beginning of the metaphase in the industrialization process. For another, the protectionism, adopted by both rich and poor countries, was springing up again, which made Chinese textile industry faced a severe international situation. With a new round of worldwide textile industrial restructuring, it is more urgent for Chinese textile industrial structure to realize upgration. For this purpose, what is the flexible and effective policies concerning industry and trade, is an important way for textile industrial structure upgration, which also attracts many academic attentions。This paper at first use SCP to study the textile industry in China, analyzing the characteristics about the market structure, conduct and performance in textile industry in terms of the industrial concentration, market competition and coordination, efficiency in market-based resource allocation as well as the level of technology progress. Then I conclude that the Chinese textile industrial structure is still at an elementary and fallacious level, which is the result of lack of reasonable industrial policies, as the traditional industrial policies has lag behind the textile industrial development. Thus, it is an urgent task to reconsider the target and measures of the industrial polices.Hence, considering Chinese national conditions and the new international economic environment, this paper bring forth a few new ideas: for one thing, we should attach more attentions to the new kind of industrial organization——industrial cluster, about its characteristics and advantages And how to realize the upgration of textile industrial clusters, should be the new target of domestic industrial policy; for another, this paper also puts forward how to modify the present trade policy and theories, based on the analysis of the necessity and feasibility of Strategic Trade Policy in Chinese textile industry. At last this paper also puts forward that how to upgrade textile industrial structure through the coordination of industrial policy and trade policy.
