Although outdoor advertising has a short history only about 20 years in china, it develops suddenly in recent years, and becomes the most rapid developing advertising media. In the contrary, the outdoor advertising administration system, which emphasizes government administration while ignores judicature and vocation organizing, conflicts to the seedtime of our outdoor advertising and the requirement of WTO.Government and vocation are the key points in outdoor advertising administration, but both of them are lack of responsibility. Government should turn into the role of"public service", using public supervision to maintain the public space of city, and take on non-economic responsibility; and the vocation should be"community of vocation profit", which assort with the conflict inside, convey the corporate appeal outside, and become the home of all advertising corporations.Due to different standpoints of government and vocation, there must be some conflicts in outdoor advertising administration. Government and guild should exert their function adequately, they should promote the judicatory innovation and outdoor advertising industrialization, and the plight of outdoor advertising administration nowadays in China should be solved through their efforts together.
