The petrochemical industry is the fund-intensive and technical-crowded industry, and it is the highly risky industry too, but, simultaneously, it is one of most important economical foundational industry of country development. In December of 2001, though integrating domestic and foreign issues petroleum profession correlation standard, the Chinese Petroleum Natural Gas Joint-stock Company proposed the QHSE management system. After the successful experiments making, the Chinese Petroleum Natural Gas Joint-stock Company recommended all subsidiary companies should implement the QHSE management system to improve the management quality. The QHSE management system means the control and management on the aspects of the quality, the health, the safety and the environmental. It is the effective integration though the four kinds of management standard, such as quality control system standard (ISO9001) , the environment management system standard (ISO14001) , the oil industry healthy security environment management system standard (SY/T 6276) , and the occupation healthy safety control system standard (GB/T28001) . Based on foundation of many years of strict management experience, in 2004, the Harbin Petrochemical Company carried on the QHSE management system implemented and authentication work, and after one year of hard work, finally, Harbin Petrochemical Company passed the organization authentication by the third authorization authentication institution.With the form of case, this paper analyzes and studies the Implementing the QHSE management system for Harbin Petrochemical Company. In the part of the case narration, this paper gives a brief introduction of Harbin Petrochemical Company development state and historical development phases; then, this paper gives a more detailed presentation of the company's the macro-economic environment, industrial environment, and initial environment; then, this paper introduces the detailed process of implementing the QHSE management system for Harbin Petrochemical Company; and, the performance and the problem after implementing the QHSE management system was introduced at last. In the part of case analysis, the necessity and the feasibility of implementing the QHSE management system were analyzed firstly; then, the environment analysis from the outer and inside aspects were list for implementing the QHSE management system for Harbin Petrochemical Company. Next, the researcher carries on the analysis on the organization implementation situation from the aspects of process, success experience, and performance and existence question. Finally, in order to realize the sustaining development of QHSE management system, Harbin Petrochemical Company should do these work, such as melt into the Dupont safety control culture positively, introduce six management theory gradually, and accelerate the internationalization and the information advancement, and so on.
