Since the outbreak of the financial crisis in 2007, foreign exports declined,while domestic demand did not pull up. Most of the enterprises are inadequate capacity for sustained development.Jinxi Petrochemical as a subsidiary old company, in 2008, some of its plants were permanent shutdown.The annual handling capacity has been from 7 million tons per year down to 5.5 million tons per year, capacity in 2009 reached only 4.2 million tons, capacity in 2009 reached only 4.2 million tons.While the other refineries of oil processing capacity have reached more than 10 million tons or 20 million tons.Jilin Qianguo refinery capacity due to years of small, high energy consumption equipments , business losses , was completely stopped . Jinxi Petrochemical lacking producing capacity, killed workers, effective equipment,high value-added products , is facing an unprecedented crisis.In the crisis, Jinxi Petrochemical where to go, how will the final fate of the more than 11,000 workers, which as a serious topic is placed in front of every staff of Jinxi Petrochemical.To long-term development, to change the current situation in backward, to avoid the relentless competition after several years out, the author proposed the establishment of the learning organization concept.The author combined with Peter. Shengji's proposing out of the learning organization ideology of The Fifth Discipline,the localization of foreign theories, by the current operating conditions and analysis of existing problems . Through reshaping corporate culture and human resource development, the author proposed to establish a new vision and values, to change the mindset of employees and enhance the capacity of systems thinking.So that individuals and businesses will continually achieve self-transcendence, they will improve and enhance employee innovation and core competitiveness of enterprises. Finally, the author predicted the effection and problems about the construction of Jinxi Petrochemical Learning organization and proposed improvements.
