Economic environment in recent years as China's rapid development, the intensification of market competition, labor law and labor Contracts Act with the constant amendments and prefectments, international economic and financial crisis in the supply chain impact and society the continuous development of mature,enterprise outsourcing of human resource management needs, personnel employment and reemployment needs and values of human capital in the whole society has undergone fundamental changes,these factors contributed to the human resources service outsourcing market the emergence and rapid development.This article first Enterprise Human Resource Management Outsourcing and Outsourcing Decision-depth analysis of the current situation, outsourcing is a major readjustment of the social division of labor demand, with businesses to pursue and maintain core competence. Outsourcing Of Payments and Benefits services in Human Resource Management Outsourcing is an important part, emphasizing corporate HR only do what they do best and most core business, while from the outside have been professional, efficient, low-cost services, in order to achieve the advantages of improving their business and better adapt to rapidly changing market environment.Secondly,this paper conducted a Human Resource Management Outsourcing of comprehensive theory.
