Investigation On The Releasing And Transfernce Of Rural Labour Force In Chuzhou District, Huaina City

The development process of human society, in a certain meaning, is a process of village urbanization with mass migration of rural labor force from village to cities. Because of the special situation of our country, that how to accelerate the transferring of the country labor force, has become more and more important to the economic and social development of our country. The paper analyzes the employment situation of rural labor force in a district with 1, 200 thousand people, looks back the changing progress of rural labor force, investigates the rules of migrating country labor force, summarizes the experiences of transferring country labor force, explores ways of transferring county labor force. The paper presents that the principal way to solve the problem of employment dislocation is to liberate the rural labor force from the first industry, and paying attention to agriculture , bostering and developing agriculture, improving productive force are also the fundamental methods to release rural labor force and promote human resources flowing freely.The paper analyzes what land contract operation has done to productive force and rural labor force releasing by comparing the output and labor-input between household contract operation and scaled - farm operation; figures out the proper quantity of laborers that the agricultural industry needs under different production capacity by comparing productive capacity at the beginning of reform and opening up to the outside world and nowadays;analyzes the problem of concealed unemployment ; explores the possible way of expanding employment based on typical cases analyzing.The paper puts forward the viewpoint : with the improvement of productive capacity and the amplifying of cultivating capacity per farmer, the less laborers are needed and at the same time concealed unemployment exists widely in the countryside. The conflict between land operation by individual and agricultural modernization affects the increasing of land output and the flowing of population, a large amount of laborers are held in the first industry, or else a lot of rural laborers can be released .Only by taking into account of labor force releasing and migrating, the problem of employment insufficiency in the countryside can be solved and at the same time the difficuty in enterprises recruitment can be overcomed considerately.In the end, based on the employment condition of rural labor force nowadays, the paper gives some suggestion to release and migrate labor force from contractual operation by individual:with the household responsibility contract system remaining unchanged, some methods such as land transferring , building up agricultural cooperation organization , developing companies serving agriculture can be carried out to promote the development of scaled-operation and intensive production. New system, idea and mechanism must be adopted to solve the problem of employment dislocation. At the same time , some measures such as developing enterprises which process agricultural product , extensiving industry - links , elevating the added -value of product can also be taken to created more employment opportunities ;speeding up the ajustment of agricultural structure , developing special industry , taking the advantage of population ,expanding labor-intensive industry,making use of rural labor force ; speeding up the construction of town , developing township enterprises , encouraging living densely, exploiting rural labor force nearby, improving the quality of laborers , intensifying the migration of rural population to the developed area, developing the rural and urban area as a union, concentrating labor force to the urban area, achieving industrialization and rural-urban area integration ,only by doing so, the employment problem of rural surplus labor force can be solved considerately.
