Research On Urban Rail Transit Ticket Pricing Policy

With the rapid development of urban rail transit service of our country, the rail transit ticket pricing problem has been concerned by the government, enterprise and passenger as well. By researching the ticket pricing policy, we can analyze the aim, feasibility, validity of the policy better; put ticket pricing system in order to further and adjust the demond of the citizens reasonably. It can provide the reference for the formula and implementation of the related policy in future. Thereby, it can make the rail transit work for the urban public transit well.According to the basic economic location of natual monopoly and quasi-public product by urban rail transit, this paper analyzes the pricing method of monopoly trade, pricing influence factor, pricing elasticity, the present situation and related problems of the rail transit ticket pricing policy in China. It also analyzes some cases of Shanghai rail transit ticket pricing adjustment emphatically and makes some suggestions to the policy.This paper concludes that the urban tail transit pricing policy should follow the principle of 'public good is first, and gives consideration to benefit', correctly deal with relashionship with the government, enterprise, and passenger, fully considerate endurance of the citizens, operating capacity of the enterprise, regulating and controlling capacity of the government. The paper indicates that the urban tail transit pricing policy should persist in the development direction of beneficial to multivariate investment and market operation, give more support with public finance and other policies to the rail transit, which reflects the strategy of 'transit takes precedence', set up the cost system and pricing macro-control system of the rail transit item, make competitive and inspiring mechanism to improve the operating efficiency of the rail transit enterprise, set up the system of the transit transfer pricing discount and favourable prices to special group, exploit the rail transit's advantages to the full.
