This thesis is for a master's degree of public administration. (MPA Sino-Japanese relationship)The thesis is focused on the competition for the talents, which Japanese-funded enterprises investing in China face to, and analysis of the environment of human resources that the current foreign-funded enterprises have to face in China, especially the Japanese-funded enterprises. At the same time, with the issues and challenges of talent competition in the current era of economic globalization trend, some ideas are provided on how to improve and make full of the functions of the government for a more reasonable regulation of China's human resources and the talent market, improve and optimize the investment environment of the foreign-funded enterprises in China, by the research and comparison of relevant Japanese enterprises' characteristics.The 21st century is the century for talents. China's international economic status no doubt has been changed and transformed from the world factory to the world market. From the view of national human resources, the talent is the key point for the nation and enterprises' success. Therefore, it has become an inevitable trend and requirement that our country's transition from large population's to human resources'. Similarly, for many international investment enterprises, China's Talents are to be the key for the success of localizing operating and investing.I currently serve for a Japanese-owned enterprise in Shanghai, and directly engage in human resources' management with thousands of employees. In practice, I have the honor of contacting the management culture of Japanese enterprise and the management philosophy of human resource. To a certain extent, I also have the personal experience on the Japanese-funded enterprises' management and operation under the China's human resources' environment, the demand of talents, and the research methodology and unique model of Japanese enterprises attracting the best talent, and retaining key personnel. At the same time, I have the ideas on the China's current human resources in the market, such as the shortage of labor, talent shortage, the profound competition for talent, and the problems of enterprise, such as recruiting difficultly, employing difficultly, more difficultly to retain employees. Therefore, with a lot of practical information, this thesis emphasizes one of the main problems in the field of human resources in China -the competition for talent, and notes the importance and urgency of researching and resolving the problem by the combination of the theory and practice, and the comparison between China and Japan. I hope it will provide a certain application value on the relevant policy research of human resources in the subject of modern public administration.The purpose of this thesis is to be rooted in the practice and the actual reduction during the work.The thesis includes into three parts: foreword, main text and postscript. The foreword indicates the research background, significance and research methods of the thesis. Main Text is composed by four chapters. The first chapter is focused on a detailed analysis of China's current human resources situation and other issues, such as the shortage of labor, the competition for talent and the rising of enterprises' human resource costs, which are supported by more statistical data and materials. At the same time, to cite typical cases for analyzing the competition, which Japanese enterprises have to face. The second chapter is analyzed on the current situation of the talent market, especially the fierce competition for talent with more specific analysis of the survey, combined with the advanced countries' talent strategy to put out the development subject of talent scarcity, and international talent in our current talent market. The third chapter is studied on the research of Japanese talent's history and development status, analysis and comparison of the experience of Japanese talent's development, and the strategy of facing the current human resources' issues. The fourth chapter is the major part of this thesis, which describes the problems on how to deal with human resources' competition of the Japanese-funded enterprises operating in China, facing the competition of human resources' challenges and problems, and studying the Japanese-funded enterprises' talent strategy and measure. Meanwhile, there are interviews with the personnel executives on talent competition environment and development ideas.Postscript of this thesis is focused on the summary of Japanese talent development, comparing and exploring the solutions of China's current human resources' issues, a number of recommendations of alleviating the current shortage of labor, talent shortage and the urgent need to improve human resources issues, such as the structure and the method, and some ideas on strengthening the development of China's international talent system and supporting to guide reasonable talent competition.
