The 21st century, human resources becoming the key factor of the core competitiveness of enterprises and the bottleneck of "human capital" further highlighting in Chinese construction enterprises, "shortage of the talented " has constrained the construction enterprise development. Particularly to the multitude of the current domestic local construction enterprises whose relative strengths are weak, the successful implementation of human resources development and management of the core work -- performance management, is an important attribute to the effective promotion of organization and staff performance ability, to the improvement of competition in the market and the maintenance of the survival and development of enterprises.Firstly, this article establishes the purpose, significance and main research content of the thesis through introducing its writing background and the present situation of the domestic and foreign performance management research, and then takes local construction enterprise's connotation limits and summary of performance management as the theoretical basis. Secondly, this article specifically elaborates and analyzes the common problems in the current local construction enterprise performance management process from eight aspects, then constructs performance management matrix from management width and precision perspectives, and finally attributes enterprise performance management present situation to four types. Then it provides the OBK model and concrete ways to improve performance management on the basis of further analysis of the specific reasons——establishing the circulatory system which includes performance plans, performance implementation, performance appraisal and performance feedback four stages based on "Dai Ming Cycle" to satisfy the need of performance management width; establishing three-dimensional model of performance system from the horizontal concrete implementation, vertical strategic transference and lateral risk management, to achieve the integrity of performance management system and the practice of performance management , so as to solve the existing width and precision. Finally, taking GL construction enterprise for example, it describes key elements of local construction enterprises in detail how to improve present performance management on the combination of performance management theory and local construction enterprises to meet the requirement of performance management practice. At the same time it constructs risk management framework, applies the risk management theory to performance management process, and then takes preliminary studies on performance risk management.Based on the analysis of the existing problems in local construction enterprise performance management, it provides concrete methods to improve the problem, and specifically elaborates key content which local construction enterprises establishing performance management systems need combined with some detailed cases, to provide some substantive reference to establish and implement successful performance management system, improve overall organizational performance level for local construction enterprises .
