With the continuous expansion of the current construction enterprises, they are facing more complex, more intense competition in the external environment. At the same time, the enterprises need to face the more fierce management environment, as well as the more complex managed objects. For the construction enterprises are project-oriented, therefore the smooth realization of enterprises strategic objectives and the overall objectives of the projects in the charge of construction enterprises, becomes the primary concern of enterprises managers. Strategic objectives of construction enterprises are mainly achieved by realizing project strategic objectives, performance objectives of department, and performance objectives of employees which are progressively decomposed from strategic objectives of construction enterprises. The performance management of department and employee is crucial to the realization of enterprises strategic objectives. Therefore, the performance management of construction enterprises becomes a top issue in the enterprise management.Based on the analyses above, this paper introduces the whole life cycle theory to the field of construction projects, so as to deeply analyze the management characteristics of the performance management of construction projects. In order to obtain a more clear performance management, the whole life cycle of each construction project is divided into earlier stage in construction, construction and operational stage. To ensure the comprehensiveness and rationality of performance evaluation, this paper, from the aspects of corporation performance management and project performance management, respectively builds comprehensive construction enterprise performance index system for the early stage of the construction, construction and operational stage; and builds periodic performance appraisal, project overall performance and project value appraisal. At the same time, this paper establishes four steps of performance appraisal processes, that is, establishing performance plans, carrying out performance plans, evaluating performance and applying the performance results. In order to achieve the dynamic cycle of performance appraisal, this paper forms the linkage mechanism between the enterprise strategic target and department, staff perfonnance targets, and also pays attention to the reedback and the application process of the performance results, thus to guarantee the smooth realization of the construction enterprise strategic objectives and dynamic, cyclic performance management.Finally, performance management information system frame for construction enterprise is designed based on the theoretical research. The information system mainly includes administrator module and project performance evaluation module, whose functions are correspondingly interpreted at the same time. Information system framework designed for the construction enterprise in this paper, will provide important technical support for the improvement of construction performance management skills of construction enterprises for the future. The combination of construction enterprise performance management and information system, can not only improve the efficiency of construction project performance management, but can also make a certain contribution to speeding up the information of the construction project management.
