Lanzhou Petroleum And Chemical Company (hereinafter referred to as LPCC) is incorporated from two old enterprises. Under the great support of China National Petroleum Corporation, LPCC has gained unusual development. Nevertheless, some phenomena is becoming key factors for hindering the repaid development of the enterprise, like the concept, thought, ability and quality of middle and above level management personnel can not fit LPCC's great development from seeking survival; the growing channel of high level technical personnel is strict, the technicians and above who work on important posts suffers shortage. Ups and downs of the enterprise depend on the human resources. The number and quality of middle and above level management personnel, high-level technical personnel, and technicians and above operators hold the balance for the enterprise's development. In order to build first class regional service company and an enterprise with stronger core competitiveness worldwide, to constitute kernel personnel planning, and bring forward feasible guarantee measures, is an important task for LPCC to earnestly resolve.The thesis provides theoretical basis and methods for kernel talented personnel planning research by outlining basic methods of human resources planning, and puts forward 2007-2011 kernel talented personnel planning after the comprehensive analysis on current human resources status of LPCC. Aiming at the existing problems on middle and above level management personnel, the thesis employs Delphi method and experience method, puts forward that to reconstruct the organization structure of LPCC, to redesign posts, accurately make forecast, and gradually make the number and quality of kernel management personnel match the development of LPCC, hard to foster and train a batch of kernel management personnel with high political quality, good at business operation, capable of management, and possessing the ability of guiding the enterprise to exploit markets and win the competitions; aiming at the stricture growing channel of the high-level technical personnel, and the insufficient momentum, etc. combining with key industry and big science and technological project, the thesis puts forward the point that to innovate kernel talented posts system, extend post serial, change the talents structure from trapezoid-shape to pyramid-shape, make great efforts to foster a batch of kernel talented personnel who will master advanced technology, have deep scientific attainments, and be capable of standings in the leading position of the industry technology; aiming at the shortage of technicians and above technicians, improper specialty structure, etc, the thesis employs trend methods, considering the characteristics of first-line key posts, to open up the minds, expedite the fostering steps, endeavor to foster and train a batch of kernel personnel with high skills. In order that kernel talented personnel planning can be realized, the thesis puts forward to reconstruct human resources management system, innovate kernel talented personnel management mechanism, to enhance kernel talented personnel's training, introduce kernel talented personnel in shortage , build enterprise culture which benefits kernel talented personnel's growing up and take other measures.
