On the issue of human resource research in coal mining enterprise,Combined with the practice of Shandong Xintaoyang Company, In human resources, the paper analyses the present situation, Puts forward pertinently measures.this article aimed at resolving the problem in terms of famine "talents" of human resources, the uneven quality of staff and low efficiency existing in the current coal mining enterprises. Through the strengthening of personnel management, they solve the core issues of enterprise management, improve the core competitiveness of enterprises and implement the scientific development of the enterprise. They adopt many survey research methods, including induction, analysis and comparative law, etc.Human resources are the most important modern enterprise resources. It is essential to strengthen the human resources planning, development and management of coal enterprises. First, it is the essential requirements of implementing scientific development concept. Second, it is the urgent need to enhance the core competitiveness. Third, it is an effective way of increasing employee job performance. Fourth, it is real need to improve enterprise management level. Fifth, it is the inherent requirements to improve management personnel quality.The article analyzed the current status, existing problems and the cause of the coal enterprise human resource planning, development and management. They also studied the successful experiences of human resources management from the outstanding companies home and abroad. Concluded the following implications: First, focusing on strategic human resources development; Second, establishing the humanist management idea; Third, good enterprise talent management; Fourth, improving personnel incentive mechanism; Fifth, creating a good enterprise culture.Drew the following conclusions: First, establish human resources development planning and specification management mode; Second, adhere to the "people-oriented" as the guidance for human resource management, creating the new atmosphere of a smooth implementation; Third, take performance measurement-centric and build the continuing operation platform of human resource management; Fourth, take the target of the talented person capital conversion and inject new impetus into the virtuous circle of human resource management; Fifth, highlight the cultural characteristics of coal enterprises and establish the new environment of the long-term development in human resources management .
