The development of talented people resources ability is core of talented people cultivation, and also it shows one country's kernel ability of competition.In the < Decision on How to Improve Talented Person Work Made by the Central Committee of the Communist Party of China and the State Council > the concept of development of talented people resources ability was brought forward,it was required that development of talented person resources ability should be the core task in order to improve talented person cultivation work.But there is little research on talented person resources ability evaluation now.On the basis of related literature,this article presents macro talented person resources ability index system and the evaluation model.Statistical methods of how to measure macro talented person resources ability are talked about also.Besides,the share-mutual coefficient,which affects talented person resources ability,is put forward first time.According to actual situation of talented person resources ability in Shandong province, some pieces of advice are given for improvement.The problems of talented people of Shandong are:they are not fully used,construction of talented people is unreasonable, talented people diathesis is relatively low,obsolete concept about the work of talented people and so on.Suggestions for these problems are as following:enhancing share-mutual activities,working out talented people development program,stressing on cultivating high-level talents and support vulnerable groups,push education for all-around development in education institutes,innovating engagement system in government organizations and institutions,introducing international professional certification system and so on.
