Guiding by the idea of harmonious society and aiming at the un-harmonious employment factors, the paper using the DELPHY method to screen out the indexes reflecting employment harmonious degree from amount of indexes, sets up a set of relatively external indexes system, using the Entropy Value method to give weighs for every index to compounding the integrating employment index and builds Harmonious Index to examine the harmonious developing situation of the inner actors from the three aspects of employment structure, income structure and employment environment. At last part of the paper makes a demonstration in Shaanxi. The example data in a continuous period of the relative indexes are adopted and the indexes are calculated and the changing charts are drawled to reflect employment developing situation in Shaanxi. Through analyzing it can see that the main un-harmonious factor in Shaanxi is the enlarging income gap. And policies and suggestions are put forward to control the gap in an accepted and inspiring scope.Employment problems are the focus of the whole society, and whether the employment is harmonious or not can affect its the stability and development. Supervising the country's employment work by the idea of harmonious society can fully display the socialism harmonious characteristic. And the building of harmonious society employment index can also supply with rational employment consultation to the government.
